He has mustered forces from across Endor and Gorgoroth and is ready to commence his campaign. We can talk more of this when (if) we meet but as you recall from our discussions at the last Council, there is method in the distribution of the Crowns (notwithstanding your exalted position). I am aware that there exist those in Numenorea and Lorial that felt deprived of power when the Council chose some to wear Crown and Ring and others not to.
